History

Florence Ellen Hummerston was a Western Australian who devoted her life to the interests of the people of the State. Her great contribution to public life still continues today and she will be remembered for her wit, vigilance, readiness to speak her mind fearlessly and be completely whole-hearted in everything she believed in. She was largely instrumental in instigating the building of a hostel for people with disabilities. At the time, she was President of the Tuberculosis and Chest Association and worked tirelessly for the cause of rehabilitation of these people. We are proud that the Village bears her name.

The first stage of the Florence Hummerston Hostel, as it was then known at Bedbrook Place, Shenton Park was officially opened by Sir Charles Court on 31 March 1979. Florence Hummerston negotiated a substantial loan from the government at the time to instigate the building of this hostel.

Westcare Accommodation Services is located at the Westcare Accommodation Village in Shenton Park, providing village-style accommodation for working-age people with disabilities.

At the Village, we offer a range of housing and individual support services options to ensure that a person living with a disability or disabilities can find the right kind of accommodation and services for their circumstances.

Our team closely works with the Individual and the Individual’s family to provide accommodation and services that suits their needs and allows them to achieve greater independence and a balanced lifestyle.

Services

Westcare Accommodation Village provides ‘board and lodging’ accommodation with the provision of domestic cleaning services, security and monitoring of premises, centralised dining, lounge, gym, recreation rooms and laundry facilities.

At the Village, we also offer NDIS-funded respite, short/medium-term disability accommodation and Individual support, along with providing the support staff to cater to all your needs during your stay in village-style accommodation situated amongst beautifully maintained gardens and bushland. 

Our most popular service is drop-in support, which provides you

with more flexibility and a greater degree of independence.

Our drop-in support is the perfect solution when you don’t

require 24/7 staff support in your home however, would like to

A person-centered approach with Westcare

Whether a person living with disabilities needs short-term, medium-term or long-term accommodation, the Village can satisfy their needs by providing both the care and the place to support an individual’s needs to achieve a balanced lifestyle. Our dedicated team is always ready to help individuals with disabilities to live more independently by assisting them in their everyday life tasks.

Model of Support:

Westcare will work in partnership with service recipients (residents) as individuals and with the involvement of family or advocates whenever it is beneficial for the resident. Each resident, with their family members and/or advocates, will be expected to take a leading role in the planning and implementation of their support and in choosing the supports and services they need. Staff will provide information about service options available and assist residents and family members in decision making in the least restrictive ways.

 

Dining Room:

Monday to Friday, the dining room is open between 6.30am - 8.00am for breakfast and

between 5.15pm – 6.15 pm for dinner.

On Saturdays & Sundays, the dining room is open for breakfast between 8.00am - 8.45am and

between 5.30pm - 6.15pm for dinner.

During the week, breakfast is a full-cooked breakfast with cereals available.

A light breakfast is available on the weekends.

A packed lunch is provided Monday to Sunday, consisting of a selection of sandwiches, rolls, wraps,

salad packs, snacks, and fruit.  This can be collected from the dining room at breakfast time. 

 

Residents can check the menu located near the dining room’s entry doors for breakfast and

evening meals and are asked to advise the staff if they will not be present at mealtimes.

 

Residents may invite guests for a meal at a charge of $10.00 per person,

payable at mealtime. Kitchen staff must be informed of guests to be

invited prior to the meal preparation.

Cleaning:

Residents are expected to keep their rooms neat and tidy;

rooms must be kept free of clutter and with appropriate storage.

Domestic staff clean each unit on a weekly basis.

Domestic staff change linen (sheets and towels) weekly on Wednesdays.

 

Terms and Conditions for Accommodation:

Applicants need to demonstrate that they:

  • Are responsible for taking care of their own personal hygiene, i.e., shower, wash hair, clean teeth daily and change clothes daily or will have appointed Westcare or another services provider from their NDIS supports budget that will be responsible for this.

  • Can administer and replenish their own medication or will have appointed Westcare or another services provider from their NDIS supports budget that will be responsible for this.

  • Are able to do their own laundry and care for their clothes appropriately or will have appointed Westcare or another services provider from their NDIS supports budget that will be responsible for this.

  • Are capable of making their own purchases or will have appointed Westcare or another services provider from their NDIS supports budget that will be responsible for this.

  • Exhibit socially acceptable behaviour representative of similar housing situations – anti-social behaviour cannot be tolerated.

  • If necessary, can provide a medical report on their diagnosis and prognosis.

  • Any consumer requiring 24-hour support must establish that they have ongoing appropriate support from Westcare or their advocate/family or another services provider from their NDIS supports budget that will be responsible for this.

  • Are able to handle their finances or appoint an advocate or service who will be responsible for this.

  • Are eligible for the Disability Support Pension or are privately funded.

  • If required, undertake periodic reviews to determine eligibility as detailed in the tenancy agreement.

  • Are willing to sign a contract on admission, agreeing to those terms and conditions.

  • If a resident, family member, carer or a friend deliberately damages property of Westcare, including furniture and fittings, they will be charged for the cost of repairs.

There is an expectation that long-term residents (board and lodging service recipients) of Westcare Accommodation Services are involved in meaningful daily activities for a majority of working hours.

 

Acceptance of an application for services and continuation, shall, at all times be at the discretion of the Village Manager of Accommodation Services, General Manager Disability Support and Representatives of Westcare Services recipients.
